Since January 1, 2024, New York City requires an annual parapet inspection for nearly every building that fronts the public right-of-way. What Is Local Law 126?
Local Law 126 of 2021 added an annual parapet observation requirement to the NYC Administrative Code (§28-301.1.1). Starting January 1, 2024, owners of buildings with parapets fronting the public right-of-way must have them inspected every calendar year by a person competent to identify hazards — such as a qualified contractor, architect, or engineer.
- Annual requirement. One observation every calendar year — no filing with DOB, but you must keep the report.
- Keep reports for 6 years. The DOB can request them at any time; a missing report is treated as non-compliance.
- Immediate action for unsafe conditions. If the parapet is found unsafe, the owner must install public protection (such as a sidewalk shed), notify the DOB, and make repairs without delay.
- Who is exempt: detached one- and two-family homes, and parapets that don't front the public right-of-way.
What the Inspection Covers
We physically examine the entire parapet fronting the street and document:
- Plumbness — is the parapet leaning or bowing?
- Cracks and displacement in brick, stone, concrete, or coping
- Loose, missing, or spalled masonry and deteriorated mortar joints
- Failed coping stones and caps that let water into the wall
- Attached appurtenances — railings, signs, antennas, telecom equipment — and their anchorage
- Prior repairs and whether they're holding
You receive a dated, photo-documented report that satisfies the six-year record-keeping requirement — written in plain English, with a repair recommendation and cost if anything needs attention.

Frequently Asked Questions
Is the parapet inspection really required every year?
Yes. Since January 1, 2024, NYC requires an annual observation of parapets on buildings fronting the public right-of-way, regardless of building height (detached 1–2 family homes are exempt).
Do I file the report with the Department of Buildings?
No filing is required — but you must keep each year's report for six years and produce it if the DOB asks. No report = non-compliance.
Who is allowed to perform the inspection?
A person competent to inspect parapets — a qualified contractor, mason, architect, or engineer. Our inspections are performed by experienced masonry professionals and documented to DOB expectations.
My building already does Local Law 11 (FISP) inspections — do I still need this?
Yes — LL126 is a separate, yearly requirement. If your facade was inspected under FISP the same year, we can often bundle the parapet report at reduced cost.
What happens if the inspector finds my parapet unsafe?
The law requires immediate public protection (such as a sidewalk shed), notification to the DOB, and prompt repairs. We install protection and begin remediation right away.
How long does the inspection take?
Most buildings take under two hours on site, and we respond to every booking inquiry within 24 hours.
My building is in Yonkers or Westchester — does LL126 apply?
LL126 is a New York City law (the five boroughs). Outside NYC it doesn't apply, but annual parapet checks are smart preventive maintenance — we offer the same service county-wide.
